Group 811 - Bunker Demolition


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is issued as RFQ. The documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.


This procurement is set aside for small businesses. The NAICS code is 238910 and the Small Business Size Standard is$15M.


Description of Requirement:
Midewin National Tallgrass Prairie (NTP) - GROUP 811 BUNKERS DEMOLITION
The work includes removal and disposal of structures, structural components and structure contents of the bunkers and obliteration and re-grading of approximately 500 linear feet by 80 foot width of road/rail bed associated with each bunker. (250' linear feet north and south of the bunker centerline). This work also includes minor restoration/stabilization of the site where structures are removed (i.e., seeding/mulching to mitigate short term soil erosion). Structures include twenty-eight storage bunkers (igloo style), rail road grades, railroad ties, road surface, road base, culverts, and miscellaneous debris. Some work will require removal and disposal of hazardous materials that require special handling/disposal. Contractors will be required to dismantle the bunkers, remove and dispose off-site in accordance with requirements and standards established in existing laws, regulations, and industry standards. Contractors shall provide all expertise, labor, supervision, services, equipment, tools, supplies, materials, permits, licenses, transportation, and incidentals necessary to perform the required work.

There is a site visit scheduled for July 10, 2019 at 10 AM CT at the site. All offerors must be registered in www.sam.gov. Obtaining a DUNS number and registering in SAM are free.
