NASA's Goddard Space Flight Center (GSFC) plans to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to the Virginia Commercial Space Flight Authority (VCSFA) under the commercial name of Mid-Atlantic Regional Spaceport (MARS) for launch site services supporting missions conducted from GSFC's Wallops Flight Facility (WFF).

VCSFA has had a Reimbursable Space Act Agreement with NASA since 1997 that potentially runs through 2032. VCSFA currently owns two orbital launch pads and a third is being built on the WFF launch range that are currently suitable for launching orbital payloads and supporting equipment. VCSFA maintains significant specialized technical knowledge related to national launch system designs and processes; and since the launch pads are owned and operated by VCFSA, NASA will not have to ability to use any of those launch pads for NASA-sponsored launches beyond December 7, 2019. In addition, VCSFA currently has the only FAA license to operate a launch site at WFF to conduct government and commercial launches.


VCSFA also owns one UAS runway on WFF island that is suitable for flying government and commercial UAS vehicles. VCSFA maintains significant technical knowledge related to UAS operations and airfield maintenance.


The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contract no later than 4:30 p.m. local time on July 18, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
