The Cincinnati VAMC has a requirement for an Online Clinical Subscription for Healthcare Provider that allows access to clinical resource information at each of the Veterans Affairs (VA) medical centers and outpatient clinics throughout Ohio (Chillicothe, Cincinnati, Cleveland, Columbus, and Dayton). This subscription should include and/or provide:
"    Single Search Interface - Capability to search numerous databases and across multiple platforms for medication, toxicology, disease, condition management, and patient education.
"    Anytime, Anywhere Access - Flexible delivery technologies for access to patient information and evidence-based care recommendations available anytime.
"    Customer Service - Access to customer support 24 hours a day, 7 days a week.
"    Mobile Access - Access to the clinical references and all content via a mobile browser on iPad, Android, and Blackberry tablets via a data plan or a Wi-Fi connection.
"    Rating System - A rating system that helps clinicians readily identify the strength of key factors needed in making treatment decisions - strength of evidence, efficacy, and recommendation. Ratings should be based on medical literature and provide information as to when a drug should or should not be used for a specific indication.
"    Off-label Drug Usage - Access to off-label drug indications. Since many patients rely on off-label uses for treatments, the online system should include ratings and study summaries to show supporting evidence and warnings.
"    Drug Consults - Evidence-based coverage of topics covering classes of drugs, disease management guidelines, chemo regimens, comparative tables, or other clinical topics not easily covered in drug-specific monographs.
"    Alternative Medicine -Evidence-based monographs covering herbal, vitamin, mineral and other dietary supplements and includes alternate routes of administration.
"    Black-Box Warnings (BBW) -Quick and easy access to BBW information.
"    Risk Evaluation Mitigation Strategy (REMS) -Detailed information with links into Drug Safety information and Medication Guides including a summary of why a REMS has been placed on the drug.
"    Pregnancy/Lactation Information - Detailed content on Teratogenicity/Effects in Pregnancy, which includes clinical management information, literature reports (study write up), passage into placenta, consistently across drugs.
"    Comparative Drug Tables - A drug comparison tool that provides a side-by-side drug information comparison of attributes, such as dosing, administration, indications, contraindications, precautions, adverse effects, and interactions.
This acquisition will be solicited pursuant to 100% Veteran Owned Small Business Set Aside. NAICS Code 519120. It will be available only via the Federal Business Opportunities website (www.fedbizopps.gov). All offerors MUST be registered in the System for Contract Management (SAM). Potential offerors are responsible for downloading their own copy of the solicitation package, as no paper copies will be furnished.
The solicitation will be made available after November 7, 2014. Offerors will need to click on RFP VA250-15-Q-0021 solicitation in order to download the solicitation documents. Submit all questions to the contract specialist, Jeff Black via email at Jeffrey.black2@va.gov by November 5, 2014. The response date for this solicitation is November 21, 2014 by 2:00pm EST. This action is 100% set aside for a Veteran Owned Small Business. The Government reserves the right to cancel this solicitation, either before or after closing.
