PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (US EPA), Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution Prevention and Control Division (APPCD).

The US EPA intends to negotiate with AethLabs on a sole source basis under the authority of FAR 13.106-1(b)(1)(i) to purchase three Model MA350 black carbon sensors to support the research of the APPCD.

The unit must be capable of being mounted inside a NEMA type box or similar enclosure. In addition, the unit needs to meet or exceed all of the following minimum specifications:

1.    Durable to operate under typical ambient conditions, without requiring environmental conditioning to be provided (no heating or air conditioning)
2.    Maintenance-free operation for a minimum of three weeks while operating in a typical urban atmosphere in the United States (i.e., black carbon mass concentration = 1-2 B5g/m3)
3.    Power consumption should be at minimum below 15 Watts of power (at 12V).
4.    Operation via solar power
5.    Measure at least 5 wavelengths between 375 nm and 880 nm.
6.    Filter tape cartridge that allows for unattended operation for 6-8 months
7.    Physical size less than 9 inches L x 5 inches W x 3.5 inches H
8.    Weight less than 3 lbs
9.    The time resolution shall be 1 to 3 minutes
10.    Internal pump
11.    Flow rates 50ml/min

This procurement will be accomplished under FAR Part 12 and FAR Part 13 Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Any firm that is capable of meeting EPA's requirement as set forth above may submit a response; which, if received within fifteen (15) calendar days of the date of this announcement, will be reviewed for consideration. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Government. Responses to this posting must be submitted via the FedConnect website at https://www.fedconnect.net through the message center for RFQ-OH-17-00106. Mail, fax, phone and email submissions shall not be accepted. One or more of the items under this acquisition is subject to Free Trade Agreements. EPA anticipates that award will be made by May 19, 2017.
