This is a Request for Quote issued in accordance with FAR Parts 13 and 36. The U.S. Amry Corps of Engineers, Pittsburgh District has a requirement for Roofing Replacement at the Michael J. Kirwan Dam Control Tower located at 8657 Kestrel Way Wayland, OH 44285-0058. The site of the work may be reached from state and local roads and streets.

The work includes the removal of existing built up roofing down to the concrete deck and the placement of new tapered insulation and PVC membrane roofing at the Dam control tower. The general description of the work is to furnish all equipment, labor, layout of work, supervision and materials necessary to complete the work as shown and as specified. Existing roof consists of 2 layers of built-up roofing over concrete on steel decking. Work on the roof generally consists of removing existing built-up roofing, roof drains, and installing new polyisocyanurate board insulation, roof drains, and PVC membrane roofing.


The contractor shall provide all labor and materials necessary to replace the existing built up roof with a new PVC membrane roof. Details of the building construction are shown on the attached reference drawings. The work shall include removal and disposal of all roofing materials over the entire roof down to the existing concrete deck, including all flashing, roof drains, flashing around roof scuttle, and installation of new tapered insulation, flashing, roof drains, and all other work to furnish all equipment, labor, layout of work, supervision and materials necessary to complete the work as shown and as specified. The existing roof has two roof ventilators that are not used and are not needed. The ventilator fan housings are attached to wood blocking surrounding the ventilators. The housings shall be removed and disposed of and the space covered with continuous flashing that extends over the adjacent blocking. The Contractor shall be responsible for transport of materials to the site and to prevent demolished materials from entering the lake. Two layers of 0j inch tapered insulation shall be used to provide a minimum roof slope of 1/4 inch per foot to the roof drains. All material provided in the performance of this contract shall be unused and meet the requirements of the specifications. The Contractor shall verify dimensions and clearances in the field before beginning work.

This procurement is Firm Fixed Price and is set aside 100% for Small Businesses. The NAICS code for this acquisition is 238160, Roofing Contractors. The Small Business Size Standard is $15.0M. The period of performance for the contract is 120 days after receipt of the Notice to Proceed. All responsible offerors are encouraged to participate.

The estimated cost of the proposed work is between $25,000 and $100,000.
