The information provided in response to this PSS is for discussion purposes only and any potential strategy that may be developed from these discussions would be subject of a separate, future announcement.
The information received in response to this PSS may be utilized by the Defense Logistics Agency (DLA) in developing an acquisition strategy, and requirements documents (i.e. Statement of Objectives, Performance Work Statement, or Purchase Description). DLA requires that only non-proprietary information be submitted in response to this PSS. DLA shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted.
DESCRIPTION: DLA Troop Support - DLA Troop Support-Medical in Philadelphia anticipates possible award to procure maintenance of existing United States Air Force, United States Air Force Reserve Command, and Air National Guard MiPACS Dental Enterprise Picture Archiving and Communication System (PACS) components of the Digital Dental Radiography Solutions (DDRS) at various locations. The award will procure follow-on maintenance as described below in the Essential Characteristics.
The Government plans to procure these items as commercial items through fixed priced award(s).
There is currently one known source: Medicor Imaging, Charlotte, NC 28203.
Essential Characteristics:
-As a manufacturer or a distributor - provide maintenance through Business-to-Business (B2B) connections or through on-site engineering support for the Medicor MiPACS systems throughout the Air Force. This covers all MiPACS components of DDRS for the United States Air Force, United States Air Force Reserve Command, and the Air National Guard; to include Base MiPACS Storage Servers, MiPACS Dental Enterprise Viewers, and Central Archive.
-The customer requires both technical support and maintenance. As a manufacturer or a distributor - technical support will provide users and administers of DDRS with the ability to call or email the contractor's support desk to assist system administrators with problems, guidance and training on the software, assistance in testing new software versions, assistance with the replication of images from the Central archive to the Backup Central Archive, and assistance to ensure the connectivity of MiPACS servers at each base to the DDRS central archive. Support ensures that the Air Force can continue to use the software per the licensing agreement for the term of the renewal.
-As a manufacturer or a distributor - maintenance will provide the customers with access to new versions and patches of the MiPACS Dental Enterprise PACS that include bug fixes and workflow improvements; and needed software updates to comply with the evolving customer needs. Furthermore, feature requests approved by the DDRS Change Control Board and the contractor are to be included as part of maintenance.
Based on responses to this PSS, it is anticipated that, at some future date, solicitation(s) may be issued to pursue opportunities for award(s). A pre-solicitation notice may be published in FedBizOpps prior to the release of any solicitation generated from the information gathered in response to this PSS. Not responding to this PSS will not preclude participation in any future solicitation.

SUBMISSION OF INFORMATION: Responses to this PSS must be readable by Microsoft Office or Adobe software. Responses to this PSS shall be unclassified and should not exceed 20 pages in length (counting title pages, Table of Contents and Acronym lists). Prior to the response date, if necessary, potential respondents may request clarifications by email. Significant ETCC responses to a potential respondent's request for clarification will be posted to FedBizOpps under this Sources Sought. ETCC may provide feedback to respondents regarding their response to this PSS.
