The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) 7-inch OD x 30-inch long 7-ply [90/+-45/90] straight-wall cylinder (Quantity - 1 each) and 2) Option 1, 7-inch OD x 30-inch long 7-ply [90/+-45/90/+-45/90] straight-wall cylinder (Quantity - 3 each). This requirement is sole sourced to Touchstone Research Laboratory, LTD, The Millennium Centre, Triadephia, WV due to unique capability. Touchstone Research Laboratory has developed the technology of this material through the SBIR program and other manufactures fail to meet specific mandated requirements. Any firms believing that they can provide this material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the item without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
