The U.S. Army Contracting Command – New Jersey, (ACC-NJ) on behalf of Army Futures Command (AFC) Armaments Engineering Analysis & Manufacturing Directorate (AE&MD) at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses to provide Metal Heat Treating Services.

BACKGROUND: The Combat Capabilities Development Command Armaments Center (CCDC AC) utilizes and characterizes a wide range of materials, metallic and nonmetallic, ferrous and non-ferrous to fabricate hardware for prototype designs and Low Rate Initial Production (LRIP) quantities. The increase in CCDC AC research and development (R&D) initiatives, and overseas mission requirements have placed additional demand to existing heat treat service suppliers currently used by the Manufacturing and Prototyping Technology Division (M&PTD). To maintain demanding R&D program schedules and production deliveries, qualified vendors must be ready available for manufacturing support.

 

SCOPE: Provide specialized heat treat services to support the manufacturing of prototype and production hardware in the support of US Army CCDC AC M&PTD.

The required manufacturing may include one or many of the heat treating processes described below for both ferrous and nonferrous materials where applicable.

Examples of some of these processes are the following:

 

Quenching and Tempering Ferrous and non-ferrous alloys

Stress Relieving

Nitriding

Annealing

Case Hardening and flame hardening

Blackening of steel

Normalizing

Carburizing

These manufacturing processes will enhance the M&PTD position to respond to the CCDC AC engineering community, Project Managers and industrial base mission requirements in a timely manner.

 

The applicable NAICS code for this requirement is 332811 with a Small Business Size Standard of 750. The Product Service Code is 3424. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.

SUBMISSION DETAILS: Each potential source is requested to provide capability statements of their respective firms. If the firm has a history with Government contracts, please provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the Technical Services. Firms shall also provide point of contact information, where available, for the efforts cited above.
