Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Messring Sytembau MSG GmbH (Messring) to repair and service the Messring propulsion system utilized by the Federal Outdoor Impact Laboratory (FOIL) to launch its test vehicles.
The Messring propulsion system currently installed at the FOIL is a highly specialized and sophisticated multimillion dollar piece of equipment.  Because the system and software are proprietary to Messring there is no other supplier that is willing or qualified to service the equipment, any replacement or upgrades to its components and parts must be made through them.  Failure to award to this vendor will result in the whole system becoming inoperable.

A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $42,000.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. All questions concerning this matter should be addressed directly to Kevin Hardy at kevin.hardy@dot.gov.
