Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a Sole Source/Firm-Fixed price contract to Santa Fe Institute, Santa Fe, New Mexico. Under the authority of 10 U.S.C.2304(c) (1) and pursuant to FAR 6.302-1(a) (2), the supplies or services needed by the agency are available from only one responsible source, or from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy the needs of the agency.  A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Even though the intent is to award a sole source contract, all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.


 


This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information. The period of performance/membership is 01FEB2015 to 31JAN2016. The U.S. Naval War College has a requirement for a ONE YEAR MEMBERSHIP in the Santa Fe Institute, a non-profit research organization that uses multidisciplinary collaboration to study behavior and structure of complex systems, with emphasis on complex systems that exhibit adaptation and learning.  The institute brings together Nobel laureates and top academic researchers in fields such as anthropology, economics, biology and physics, to study complex systems.  They have been immensely successful in identifying similar phenomena across disciplines and have initiated complexity theory as a new way to approach a host of scientific phenomena.  New fields of research that are orphaned elsewhere have been nurtured and have taken root at the Santa Fe Institute, including adaptive computation, artificial life, computational biology, theoretical immunology, non-equilibrium economics, terrorism and warfare/competition.  Santa Fe Institute is deeply involved in investigating the validity and implications of computer simulation for science.  This award will provide the CNO Strategic Studies Group (CNO-SSG) participation in the Santa Fe Institute Business Network for a period of one year.  Naval War College representatives will participate in research visits, workshops, technical meetings and seminars, and receive copies of working papers and books resulting from these programs.  The Santa Fe Institute remains the single best source of support in the theoretical fields of chaos and complexity.  This type of support is critical to the SSG's work on future naval warfare. 


 


This announcement constitutes the only solicitation; a written solicitation will not be issued.  PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/).  The Request for Quotation (RFQ) number is N00124-15-T-0083.  The clauses and provisions incorporated in this document are those in effect through Federal Acquisition Circular 2005-72 - effective January 1, 2014 and DFARS Parts current to DPN 20131231.  This acquisition is being solicited on an unrestricted basis. The NAICS code is 611699 with a small business standard of $10M.
