The goal of acquiring a Framework is to minimize the use of custom code while maximizing the use of configuration to implement the solution. When custom code is necessary, the Department will extend the Framework in a thoughtful manner that works within the design and architecture of the Framework, allows future configuration for the function that the code was developed for, and most importantly does not hinder the ability of the Department to benefit from upgrades to the COTS products and associated rules.
