COMBINED SYNOPSIS/SOLICITATION: 1605DC-19-Q-00042

Conference Facilities, AV Equipment and Services, On-Site Handling Services, and Sleeping Rooms in Houston, TX.


i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested.


ii. This solicitation document is issued as a request for quote (RFQ). When submitting an inquiry or quote, please use the reference number 1605DC-19-Q-00042.


iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, published September 26, 2018.


iv. This is requirement is 100% set aside for small businesses. The associated NAICS code is 721110 (Hotels (except Casino Hotels) and Motels.


v. This combined solicitation/synopsis is for the acquisition of Conference Facilities, AV Equipment and Services, On-Site Handling Services, and Sleeping Rooms in Houston, Texas, according to the attached RFQ. Sleeping rooms are required.


vi. Schedule: The quoter shall provide a quote for a time period of February 4-15, 2019, as described in the SOW.


vii. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (JAN 2017), applies to this acquisition. (See http://farsite.hill.af.mil/vffara.htm)


viii. FAR 52.212-2 Evaluation-Commercial Items (OCT 2014): The Government will award a single purchase order resulting from this solicitation to the responsible Quoter whose quote conforms to the solicitation and whose quote will be most advantageous to the Government, Lowest Price Technically Acceptable. Technical acceptability is based upon the Quoter's ability to provide the services requested by the Statement of Work (SOW) on the dates required by this solicitation.


ix. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (OCT 2018): The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.

xi. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (OCT 2018) applies to this acquisition.


Refer to RFQ Attachment for the clause in its entirety.


xii. Additional contract requirement or terms and conditions that apply to this contract:
a. Applicable contract clauses are found in the RFQ attachment.
b. To be eligible for award under this solicitation, the quoter must:
i. propose a facility that is compliant with the requirements of the Americans with Disabilities Act,
ii. be registered on the System for Award Management (www.sam.gov) and have an active DUNS number.
iii. meet all of the requirements of this solicitation.
c. The proposed venue must accept Government purchase orders. This solicitation is for a venue to host the event; event-planning services are neither requested nor required.
d. The Federal Government is exempt from state and/or federal taxes. Please do not include tax when submitting a quote.
e. The quoter must meet the requirements of the Statement of Work and have a current collective bargaining agreement with the venue's workforce. The quote must indicate if subcontractors are used for AV and/or freight handling services.
f. The Government intends to award a firm-fixed-price purchase order resulting from this combined synopsis/solicitation.

Quoters must use the attached spreadsheet (titled "A19 RFQ Clarifying Questions Template") when submitting clarifying questions.


Questions must be received no later than January 16, 2019 at 12:00 PM EST.


xiv. Quotes are due via email to Nicole D. Taylor, Taylor.Nicole.D@dol.gov.


The quote can be submitted in any format, however the quoter must complete the Pricing Table found in the RFQ.


Quotes must be received no later than January 18, 2019 at 12:00 PM EST.
