The Department of Veterans Affairs, Network Contracting Office 23 (NCO 23) anticipates issuing a solicitation on behalf of the Veterans Affairs Minneapolis VA Health Care System (MVAHCS) for Medical Scribe Services in accordance with VAAR part 873, and 38 USC 8153. A Firm fixed price contract with a ramp-up period not to exceed 90 days followed by nine (9) months (39 weeks) of on-site Medical Scribe services. Contractor will not receive payment for ramp-up period.
The solicitation will be for Scribes, who will not provide any direct patient care, but will be responsible for accurately recording and documenting the details of physician patient visits in the MVAHCS s Computerized Patient Record System (CPRS). Medical Scribe services will be provided in three (3) medical specialty areas, Emergency Department (ED), Ophthalmology Clinic, and Hematology/Oncology Clinic, in order to free physicians from time spent on administrative tasks and computer documentation and increase physician-patient contact time.

This solicitation shall be issued as unrestricted, and is based on a tiered or cascading order of precedence for evaluation of offers. The NAICS code assigned to this procurement will be 561320 Temporary Help Services, with a size standard of $27.5 million. It is anticipated that the solicitation will be posted on the Government Point of Entry on or about October 27, 2017. All inquiries should be submitted via e-mail to Joel Felberg at joel.felberg@va.gov. Solicitation documents may be obtained electronically at www.fbo.gov. The prospective offeror is responsible for downloading all documents including amendments at the Federal Business Opportunities website without further notification from the Contracting Officer.
