REQUEST FOR INFORMATION
United States Marshals Service, Judicial Services Division, Office of Security Contracts

1.0 Description


1.1 The United States Marshals Service (USMS) in support of the Judicial Services Division (JSD), Office of Security Contracts (OSC) is seeking information on costs associated with performing medical reviews of over 5,200 contract employees who serve in a Court Security Officer (CSO) profession.


The requirement consists of providing medical reviews of physical suitability for contracted employees to serve in a security officer capacity. The medical assessment duties include an in-depth review of the USMS CSO Form 229 (ATT A), in accordance with the medical requirements established in the Medical Requirements for Court Security Officers and the CSO Statement of Work Physical and Medical Standards Section C.9 (ATT B). The Reviewing Medical Physician (RMO) is responsible for requesting any additional medical information needed in order to complete the individualized assessment of the CSOs ability to meet these medical requirements and make a final medical qualification determination.


1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USMS is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.


2.0 Background


The USMS JSD is committed to the protection of the judicial process - by ensuring the safe and secure conduct of judicial proceedings and protecting federal judges, jurors and other members of the federal judiciary. This mission is accomplished by anticipating and deterring threats to the judiciary. Senior Inspectors, Deputy Marshals and Court Security Officers provide security for federal court facilities in each of the 94 judicial districts and the District of Columbia Superior Court. The USMS contracts with private security companies to provide CSOs to federal judicial facilities. During 2014, JSD staff managed contracts providing over 5,200 CSOs throughout the United States and territories.


All CSO Applicants are required to pass an initial medical exam prior to performing on the contract. CSO Incumbents are required to undergo and pass subsequent medical exams annually while performing under the contract. This includes the review of CSO medical examinations in conjunction with Federal Occupational Health Law Enforcement Medical Programs/Department of Health & Human Services, as well as coordination with applicable private security contract companies concerning CSO supplemental medical information and the tracking of medical qualifications.


Currently, the USMS in conjunction with the Federal Occupational Health Law Enforcement Medical Program (FOH) MRO is responsible for implementing a number of medical standards and requirements in order for an individual to qualify as a CSO. First, an incumbent CSO must submit a CSO-229 (ATT A), Certificate of Medical Examination for Court Security Officers, performed by a Contractor approved designated physician. Upon review of the CSO 229 by the MRO, a medical determination is made as to whether an individual will be able to perform the essential functions of the CSO position. Once admitted into the Court Security Program, an individual is required to submit and pass an annual physical exam performed by a USMS approved designated physician every year during his or her tenure as a CSO.



3.0 Requested Information


The USMS wants to determine if the private sector can assume the role of the Reviewing Medical Officer, including all costs assumed with this role. *Medical Exams will continue to be performed by the designated physician of the CSO Contracting Vendor.


The review process would be performed in accordance with the medical requirements established by the USMS, FOH, and the American College of Occupational and Environmental Medicine (ACOEM).


Currently, the CSOs must medically qualify on an annual basis. Responders must also include the ability to medically qualify the CSO on a bi-annual basis.


Additionally, define the turnaround time to perform and review the information on the CSO 229. (ATT A)



4.0 Instructions


The CSO Statement of Work Physical and Medical Standards Section C.9, along with the CSO Form 229 are attached for your review. After reviewing the material, submit your response as indicated below. Responders must include the following information for submittals:


A) Name of Company, Point of Contact Name, Company Mailing Address, Phone Number, Fax Number, and E-mail Address of designated point of contact.
B) DUNS Number of Company and NAICS Codes.
C) Brief narrative describing your firm's current business and include a brief description of experience and services offered;
D) Capabilities of company, including past performances providing similar services within the past three years, recent or current contracts.
E) Recommended Strategy - Company's ability to provide services for the United States, including territories;
F) Ability of company to respond with associated time frames;
G) Include pricing schedule for MRO services.


 


4.1 Interested parties are requested to respond to this RFI with a white paper.


4.2 White papers should be in Microsoft Word for Office or compatible format and are due no later than November 17, 2014, 23:59 EST. Responses are not limited to a particular number of pages and may be submitted via e-mail only to paula.kilday2@usdoj.gov.


Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information.


Please be advised that all submissions become Government property and will not be returned.


5.0 Industry Discussions


USMS representatives may or may not choose to meet with potential responders. Such discussions would only be intended to get further clarification of potential capability to meet the requirements.


6.0 Questions

Questions will be answered by posting answers to the website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after November 17, 2014, 23:59 EST will be answered.



7.0 Summary


THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide medical reviews of CSOs. The information provided in the RFI is subject to change and is not binding on the Government. The USMS has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
