The Massachusetts Department of Public Health Bureau of Substance Addiction Services (DPH/BSAS) is seeking coordinated responses to implement medical observation and monitoring services in Massachusetts communities that are most impacted by overdose and the adverse consequences of drug use. Funded sites will be expected to serve approximately 5 - 10 people who are intoxicated, over-stimulated, and/or over-sedated at any given time. DPH/BSAS anticipates receiving responses that reflect a diversity of models, including but not limited to: medical monitoring programs within an existing health care facility, medical monitoring programs embedded in a community-based harm reduction program, and stand-alone medical monitoring programs. The core service elements of this procurement are modeled after the existing Boston-based Supportive Place for Observation and Treatment (SPOT). New medical monitoring programs will provide accessible, non-judgmental, medically supervised care for people who are intoxicated, over-stimulated, and/or over-sedated.
