Statement of Work
Potency and Dated Medical Material Bundles Service Contract



INTRODUCTION:
Potency and Dated (P&D) Medical Material provides required capability to support Medical Equipment Set (MES) authorizations for Role 1 and Role 2 Combat, Combat Support and Combat Service Support units that include but are not limited to pharmaceutical drugs, impregnated bandages and cold-chain items. The current Operational Tempo challenges Army Units to accurately procure medical material requirements in a timely manner to have authorized items on-hand when needed with maximum shelf-life and maximum efficacy to respond to medical emergencies.


PURPOSE:
To support Medical Equipment Set (MES) authorizations for Role 1 and Role 2 Combat, Combat Support and Combat Service Support units that include but are not limited to pharmaceutical drugs, impregnated bandages and cold-chain items.


SCOPE:
To accurately procure medical material requirements in a timely manner to have authorized items on-hand when needed with maximum shelf-life and maximum efficacy to respond to medical emergencies for a three year operational period for the following unit types:


• 2 x Combat Battalions
• 4 x Military Police Companies
• 1 x Combat Aviation Brigade


6 different MES Bundles
77 individual MES Medical Material Bundles for the requirement for Initial Operating Capacity (IOC).


Requirement is to have 25% of each MES provided quarterly (every three months) to meet operational needs. Total requirements by MES type and by Quarter (QTR) are as follows:

III Corps Units, Fort Hood, Texas


TASKS:
Actions / Performance to satisfy service contract expectations / requirements are:
• Maximum Shelf-Life and efficacy for all items with 12MOS of shelf-life or greater.
• All like MES P&D Bundles must be packed identically in identical containers.
• All like MES P&D Bundles must be accompanied by identical packing lists with Item Identification Number, LOT Number and Expiration Date listed for each material item.
• All like MES P&D Bundles must be accompanied by an Isometric Drawing of items within the packaged container for easy identification/location of material items within package.
• P&D Bundle Service will provide complete requirement throughout the Fiscal Year (FY) as indicated above with 25% of the product delivery on a quarterly basis.
• P&D Bundle Service will monitor material for safety and recall replacement items.
• P&D Bundle Service will be prepared to expand material requirement as needed, coordinated through III Corps Medical Logistics, to meet potentially increased future requirements.


MILESTONES:
• P&D Bundle Service will begin 15 August 2019 and expire 14 August 2020.
