Combined Synopsis Solicitation:

Title: Medical Mannequins and Training System

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; submissions are being requested and a written solicitation will not be issued. The Contractor shall provide all personnel, equipment, materials, supervision, transportation, labor, and other items and services necessary to satisfy government requirements. 


 


The Solicitation Number is:  F5N1CC6343AW01. This solicitation is issued as a Request for Quote (RFQ).

Description of Requirement:

CLILN 0001-Quantity of #2--Full body Instrumented Adult Mannequin with metal bones-these mannequins must be certified safe to fly on the following five aircraft: C130, C17, C5, KC135 and KC10.  These mannequins must be wireless adult mannequins and include an instructor's laptop (MAC/Apple software), have the physiologically modeled software, touch pro patient monitor, 4 Muse SCE development licenses, 6 pre-configured patients, 14 simulated clinical experiences (anaphylaxis, angina with cardiac arrest, anterior myorcardial, pulmonary infarction, organophosphate exposure, pneumonia, with septic shock, severe young asthmatic, splenic rupture with pneumothorax, stab wound to the chest, subdural hematoma, tension pneumothorax). This mannequin must have mechanical ventilation, realistic upper airway, cyanosis, flail chest, sternal and tibial IO, decreased range of cervical motion, advanced CPR analysis and CPR monitor display.

CLIN 0004--Quantity of #1-Core on Site Education Course (Two day course for 10 Attendees)

CLIN 0005--Quantity of #1-Tactical Medical Care Learning Application

CLIN 0006-Quantity of #1-Advanced Cardia Life Support (ACLS) learning application for medical mannequin system which included 10 simulated clinical experiences based on 2010 AHA Guidelines

CLIN 0007-Quantity of #1-cardiopulmonary critical situations (CCS) Learning application for medical mannequin system which includes 8 simulated clinical experiences focused on advanced airway management needs.

CLIN 0008-Quantity of #1--Amputation

CLIN 0009-Quantity of #1-Partial arm amputation

CLIN 0010-Quantity of #1 Installation and system orientation of the medical mannequin system by a licensed qualified technician

Quotes shall be submitted by email no later than 10:00 AM (EST) on Tuesday, July 18, 2017, to the 439th Contracting Flight, or USPS mail ATTN:  Kimberly McGee, Contract Specialist, Services and Supplies Branch, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA, 01022. All quotes will be considered. Any resultant award will be made to the lowest priced offeror providing a technically acceptable offer. The Government anticipates a firm fixed price contract.

FAR 52.212-1 Instruction to Offerors - Commercial Items, (Jan 2017), is hereby incorporated by reference with the same force and effect as if it were given in full text. In addition to any addendum provided via attachment to this Solicitation, all terms and condition of FAR 52.212-1 remain in effect.


Addendum FAR 52.212-1- Instructions to Offerors - Commercial:  Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

52.212-2 Evaluation -- Commercial Items (Oct 2014),

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Each offeror shall ensure the provision at FAR 52.212-3, including its Alternate I, Vendors Representations and Certifications-Commercial Items, (Jan 2017), are updated at www.sam.gov. Failure to obtain SAM registration May result in submissions not being considered for award.

Addendum FAR 52.212-3 - If offeror is NOT SAM registered then quotes must include a completed copy of the provision at 52.212-3 section (c).
