The Federal Bureau of Prisons (BOP), Federal Correctional Institution, Otisville, NY intends to make a single award for the provision of medical-grade liquid and compressed oxygen for the Department of Justice, Federal Bureau of Prisons, the Federal Medical Center (FMC) Devens, MA. The responsible entity will provide specialized services to maintain and service medical air and vacuum delivery systems and supply liquid oxygen to be used in conjunction with medical treatment for the inmate population. The Federal Medical Center currently uses medical-grade liquid oxygen in both bulk and portable tanks and medical-grade compressed oxygen in portable cylinders. The Contractor shall provide, install, and maintain a 1,500 gallon bulk oxygen tank and appropriate 24 hour cylinder reserve supply with telemetry monitoring system; seven H-size compressed oxygen cylinders; and 70 E-size compressed oxygen cylinders. All equipment and materials required to perform this contract shall be provided by the Contractor. Contractor owned equipment shall be installed, inspected, and maintained by the Contractor without additional cost to the Government. (i.e., all installation, inspection and maintenance costs shall be included in the contract's monthly equipment rental fee for the facility.) The Contractor personnel shall maintain all required certifications deemed appropriate by Federal and state regulatory agencies to meet all Federal and local certification requirements in supply and delivery of liquid oxygen. Contractor shall have all current licenses and certifications required by the Commonwealth of Massachusetts for handling liquid gases to include installation, maintenance, and certification of delivery systems. Contractor shall maintain certifications required by Federal, State, County, and City Codes including the most current version of NFPA99. The North American Industry Classification System (NAICS) Code is 325120 (Size Standard: 1000 Employees). All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database under NAICS Code 325120. The website for registration is www.sam.gov. The contract periods will consist of a 12-month base period with four 12-month option periods for renewal with an estimated usage of approximately 11,000 CF per year of liquid oxygen. The Contractor shall schedule bulk deliveries for Monday through Friday between the hours of 8:00 a.m. and 3:00 p.m. The Contractor shall provide 24-hour notice to the CM or facility representative of delivery prior to arrival at the facility in order to comply with facility security requirements. The solicitation will be available on/about February 16, 2017 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about March 31, 2017; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a total small business set-aside. All responsible small business concerns are encouraged to submit a quotation which may be considered.
