The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 6.302-1) with Marianas Gas Corporation DBA Island Equipment Gas, of UA 151 W. Harmon Industrial Park Rd., Tamuning, GU 96913-4114, as the only responsible source that can provide various types of medical grade liquefied and solid gases for patient care. This acquisition is being conducted under the FAR 13 Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2005-95 are incorporated.

Items being purchased in this acquisition:


The requirement is for various types of medical grade liquefied and solid gases for patient care.


The requirement is for the filling of Government owned cylinders with medical grade cylinder gases, furnish medical solids, for cylinder testing and maintenance and delivery/pick-up services in support of medical missions/operations to the U.S. Naval Hospital Guam and its supported activities.
Products consist of compressed Medical Air USP, Oxygen USP, Carbon Dioxide USP, Nitrogen NF, Nitrous Oxide USP, Helium USP, Lung Diffusion Mixtures, Liquid Oxygen, and Dry Ice.


On a regular basis the vendor is required to deliver filled cylinders and pick-up empty cylinders within seven (7) days and provide delivery of gases within 24 hours, when necessary.
This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 325120 with a Small Business Size Standard of 1,000. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.


Based on the above information, the only technically acceptable provider that can provide various types of medical grade liquefied and solid gases for patient care is Marianas Gas Corporation DBA Island Equipment Gas.
