SOURCES SOUGHT ONLY: The United States Army Special Operations Command - Contracting, located at Fort Bragg, North Carolina, is conducting market research to determine the existence of interested sources capable of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide Medical Gas Support for the Special Warfare Medical Group, as specified in the attached DRAFT Performance Work Statement (PWS). The "DRAFT" PWS (Solicitation Number: H92239-18-Q-0003) can be downloaded from the "Attachments" section referenced below. This is not a Request for Proposals, but instead a market research method to determine interested sources prior to issuing the solicitation. The anticipated period of performance is a 12-month base period, plus four (4) one-year option periods. The purpose of this Sources Sought Notice is to obtain an indication of interest of all businesses, determine any interest from the small business community, and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been made. Based upon information currently available, the Government anticipates fulfilling this requirement through a small business set-aside. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.


This IS NOT a request for technical/management proposals. If you are an interested source and capable of meeting the entire requirement without failure please provide the following voluntary information: 1) Company name and Point of Contact; 2) DUNS number and CAGE code; 3) Socioeconomic Status (to include 8(a), HUBZone, SDVOB, etc.), if applicable; 4) GSA Schedule Contract Holder Information, to include contract number, if applicable; and 5) A brief Statement of Capability (no more than 5 pages); which addresses the following four (4) questions and demonstrates the ability to meet the requirements specified in the PWS.


 


• What contract type does the vendor suggest for the resulting contract?
• Do you have the capability to provide the required number of cylinders, as required by the PWS?
• Do you have the ability to access Fort Bragg to deliver the required medical gases? If not, are you able to ensure ability by 1 May 2018?
• Do you have all of the permits necessary to transport/deliver medical gases?


 


The anticipated NAICS code is 325120 "Industrial Gas Manufacturing" with a size standard of 1,000 employees. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No feedback will be provided regarding individual capabilities statements. No Reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.
