THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following equipment and services:

2. General Information: The Medical Air System provides oil free, compressed air to operate miscellaneous medical devices in the Medical Center. The Medical Air Dryers provide dew point control of the compressed air to meet NFPA 99 requirements (Health Care Facilities Codes). The Government shall not exercise any supervision or control over the contract service providers performing the service herein. Such contract service providers shall be accountable solely to the Contractor, who in turn is responsible to the Government.
3. Description of Services/Scope: The Contractor shall furnish all supervision, labor, materials, equipment, and travel necessary to remove two existing Medical Air Dryers, filter systems & monitors. Contractor will install new isolation valves as required to complete task and install a new Desiccant Type Medical Air Dryers system located with an integrated monitoring system at the Veteran Affairs Puget Sound Healthcare System Seattle Division. All work and equipment will be required to meet NFPA 99- 2018 edition.
4. Background: The Veteran Affairs Puget Sound Healthcare System Seattle Division has experienced a catastrophic failure of the air dryer system that provides clean air to the Medical Center. The loss of these air dryers to the facility is preventing supply medical air to instruments and other patient care.

6. Period of Performance: Replacement to be accomplished as soon as practicable.
7. Specific Tasks: The Contractor shall provide all services required to install air dryer system. To accomplish this, the contractor will provide the following services, at a minimum:
Contractor to provide shop drawings and submittals for approval prior to purchase of equipment.
Ensure that Medical Air system cleanliness is maintained throughout the procedure.
Provide/install a temporary desiccant type dryer unit to ensure continuous operation of the medical air system of the facility.
Remove two existing Medical Air dryers. This includes existing Electrical disconnect.
Provide and Install two (2) air dryers to provide clean medical air to the hospital with 100% flow capacity of the existing system with the following equipment standards described below:
Unit shall be a heatless, regenerative type compressed air dryer, fully automatic, complete with desiccant charge and NEMA 4 electrical enclosure.
Unit shall operate in an upward flow with low velocity and increased contact time for an improved dew point.
Pressure gauge and relief valve on each tower, purge muffler to reduce exhaust noise, with built-in relief valve for maximum protection, purge pressure gauge indicating reactivation flow rate, with adjustable purge valve, on-off selector switch and on indicator light, left/right tower drying indicator light, separate desiccant fill and drain ports, particulate control airline filter with moisture indicator, dependable non-lubricated valves engineered for low pressure drop and easy access for routine maintenance without disconnecting from piping, integrally mounted floor stand, removable inlet and outlet stainless steel diffuser screens, pre-piped and wired in a compact package for easy installation.
Dryers shall have a PLC controller with an integrated keypad interface to provide instant access to the dryer performance controls.
The controller shall be specifically programmed to execute all valve switching functions as well as monitor dryer operation with a backlit LCD display, human machine interface, MODBUS compatible, remote alarm contact, and failure code storage.
Provide a panel with a schematic that provides a visual indication of current operating status to include dryer on, dryer alarm, left/right tower drying, left/right tower regenerating, and dryer operating functions: select dry, purgemizer, and purgesync.
Provide a moisture load control in a NEMA 4 box with a dew point display and visual high dew point alarm.
The controller shall reduce the purge air consumption by monitoring moisture loading in both towers, during low air demand periods or low water loading the purge valves will remain closed while flow control valves cycle as normal. When the moisture loading increases, the purge valves may open and begin reactivation of both towers sequentially.
The air filters for the compressed air shall have a coalescing filter assembly complete with a mounted differential pressure gauge. This filter shall be mounted upstream of the dryer. Provide automatic, electric drain with adjustable duration and frequency, self-cleaning, in non-corrosive.
Provide an after filter particulate filter assembly complete with a mounted differential pressure gauge. The filter shall be mounted downstream of the dyer.
Install/stage two new Air dryers. This includes new NEMA 4 fused electrical disconnects.
Install New Isolation valves as required to isolate units to allow for isolation of individual units in the future.
Install new Oxygen Clean unions, reducers and Type K copper piping to connect staged dryer.
Electrically hook up staged dryer. If required by the facility at this point, remove initial tagout, perform initial startup on dryer, leak check system and perform Medical Gas Certification on system.
Remove other existing air dryer and install new dryer including electrical disconnect, unions, reducers and required piping.
Remove existing tagout, perform initial startup on dryer, leak check system and perform Medical Gas Certification on system.
Remove and dispose of existing air dryers and associated components.

8. Security Requirements: The Contractor employees shall not have access to Veteran Affairs sensitive or computer information and will not require routine access to Veteran Affairs Facilities. The Contractor employees shall require intermittent access only and will be escorted by Veteran Affairs employees while at Veteran Affairs Facilities. No background investigation is required.

RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: company name, address, and business size; point of contact name, phone number, and e-mail address; suggested equipment information including manufacturer, model and delivery schedule; whether system is presently offered on a current GSA Federal Supply Schedule contract.
