The goal of KDSI is to seek new, creative, innovative and cost-effective ways to encourage Kansans to properly manage solid waste with emphasis on the following themes: anti litter, anti dumping, recycling, composting, household hazardous waste, source reduction and other solid waste management activities. As needed, the contractor may be tasked to provide program development and materials for other KDHE programs including air and water quality, hazardous waste issues or environmental health.

The KDSI program is designed to provide information through a variety of media to individuals, local officials and private businesses to help them make more informed decisions regarding solid waste management. The program should stimulate persons to take action steps to conserve limited natural resources by increasing recycling, composting, and other waste reduction practices. It should also continue to encourage individuals, local government officials, and businesses serving Kansas to implement and support programs which minimize the amount of waste requiring landfill disposal, thereby conserving landfill capacity and public funds. The program should encourage a greater appreciation and respect for the diverse Kansas landscape to limit unlawful dumping and litter. Finally, the benefits of effective waste management should be demonstrated to promote understanding of the need for properly managed facilities and how regulatory requirements are administered.

KDHEs intent from the beginning of this campaign has been to create a statewide program that has consistent grassroots, local and regional application. It is not purely an ad campaign nor is it just an educational program for Kansas schools. It is an integrated program that seeks partnerships to improve public awareness on various solid waste management issues while continually adjusting to meet the ever-changing needs of a diverse Kansas population.
