Measures Affecting Cross Border Exchange and Investment in Higher Education in the APEC Region

The project seeks to:

i.identify positive and negative measures affecting cross-border exchange and investment in higher education services across four modes of supply (cross-border, consumption abroad, commercial presence and presence of natural persons) amongst APEC member economies;

ii.increase transparency by offering a comprehensive, up-to-date reassessment of policy and practices affecting cross-border exchange and investment in higher education services; and

iii.make recommendations to facilitate the expansion of free and open exchange and investment in higher education services in the APEC region.
