In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis, this announcement is to conduct a Request For Information (RFI) for the purpose of soliciting industry input, statements of interest, and capabilities from vendors. The responses to this RFI will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA). Vendor proprietary information will be protected if appropriately marked. This announcement does not guarantee procurement and will not be construed as a commitment by the Government to enter into a contract, nor is this announcement a Screening Information Request (SIR) or Request for Proposals (RFP). The FAA is neither seeking nor accepting unsolicited proposals.

The FAA is seeking interested sources that are capable of providing Test Aircraft for Wet Runway Wheel Braking Testing. A draft Statement of Work and a draft Test Plan has been attached to this RFI. The FAA asks that industry review and provide capability statements in response to the attached draft Statement of Work and draft Test Plan.

Capability Statements must not exceed 5 pages, and must address, at a minimum, the following:

1. The ability of the contractor to provide one or multiple Part 25 (or size-equivalent) test aircraft with turbofan engines, a digital, full-modulating anti-skid system, and the ability to record the set of parameters required to fulfill the experiment objectives as described in the attached draft Test Plan.

2. The ability of the contractor to provide a qualified flight test crew with relevant previous flight test experience able to and comfortable with carrying out the wet runway wheel braking flight test experiments as described in the attached draft Test Plan.

3. The ability of the contractor to establish agreements with an airport/facility willing and able to create controlled conditions of a measurable water level thickness in a practical, economic, and safe manner in order to fulfill the experiment objectives as described in the attached draft Test Plan.

4. The ability of the contractor to aid FAA personnel in data reduction and data analysis at the conclusion of the flight test experiments.

At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program.

The purpose of this RFI is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing Test Aircraft for Wet Runway Wheel Braking Testing, as outlined within the draft Statement of Work and draft Test Plan.

This RFI will assist in obtaining the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small business or 8(a) certified firms.

The principle North American Industry Classification System (NAICS) code for this effort is 541715 Research and Development in the Physical, Engineering, and Life Science with a size standard of 1,000 employees.

Interested firms are required to submit:

1. The Capability Statement
2. Attached Business Declaration form
3. A copy of the SBA 8(a) certification Form and/or proof of service-disabled veteran-owned small business status (if applicable).

All responses to this RFI must be received no later than 2:00 PM (EST) on Wednesday, July 17, 2019.
