(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number for this effort is 12639518Q0064. This solicitation is issued as a Request for Quote (RFQ). SEE ATTACHED.

(iii) The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-97, effective January 24, 2018.

(iv) This procurement is issued as a total small business set-aside.

(v) Contract line item number(s) and items, quantities and units of measure: See attached.

(vi) Description of requirements: This is a requirement for temporary services in accordance with 5 CFR Part 300, Subpart E - Use of Private Sector Temporaries. The contractor shall furnish personnel to perform the duties of two (2) temporary material handlers.

(vii) Date(s) and place(s) of delivery and acceptance at FOB point: USDA APHIS PPQ, Warehouse Bldg 6420, Moore Air Base, 22675 N. Moorefield Road, Edinburg, TX 78541

(viii) The provision 52.212-1, Instructions to Offerors - Commercial, and Addendum apply.

(ix) The provision 52.212-2, Evaluation - Commercial Items, applies.

(x) The provision 52.212-3, Offeror Representations and Certifications - Commercial Items applies.

(xi) The clauses 52.212-4, Contract Terms and Conditions - Commercial Items

(xii) Clause 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders - Commercial Items, applies to the acquisition.


(xiii) Other contract requirement(s) or terms and conditions: See attached. Quoters are advised to carefully review the attached instructions for submitting a quote.


A COMPLETE QUOTE SHALL INCLUDE THE FOLLOWING INFORMATION:


• Cover page or Signed Standard Form (SF) 1449 (include contractor name and DUNS) and acknowledgement of Amendments to the solicitation.


• Completed Pricing Schedule (Page 4) Alternative pricing schedules will not be considered. The Government will award on an "All or None" basis. Quotations must include a price for all items to be eligible for award.


• Attachment 1, Project Experience Questionnaire for a minimum of three (3) projects to demonstrate relevant experience performed within the past five years.
