General Purpose: This planning effort will consider Midtown in its entirety, developing a community-based vision, and master plan that identifies, prioritizes, and conceptualizes key public infrastructure projects for investment by revenue generated from the TIRZ that will further stimulate and support sustainable and appropriate economic development within the defined zone.

The vision is to create within Midtown:
a mixed use, mixed income neighborhood of urban character, scale and density
a walk-able, bike-able and transit-oriented community
a lively district of economic, cultural, educational, residential and entertainment activity
a mix of new construction, rehabilitation and adaptive reuse that exemplifies quality architecture and sustainable and green building practices
a model low impact district that protects the watershed and celebrates green spaces

The vision should be applied to the following areas within the Midtown area with consideration of existing plans:
Broadway Corridor
St. Marys Corridor
River Corridor
Josephine and Grayson Streets
Area south of Grayson Street and west of the San Antonio River

The master plan should encourage new construction as well as adaptive reuse utilizing sustainable and green building practices. The planning process will occur in 3 phases: 1) Resource Inventory and Assessment, 2) Stakeholder Involvement and Future Alternatives Analysis, 3) Development of the Master Plan and Project List
