The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) intends to issue a Request for Proposal (RFP) for marshaling yard services in Clermont County, OH.

Services are in support of the USDA/Ohio Department of Agriculture program for the eradication of the Asian Longhorned Beetle (ALB). Work involves, but is not limited to, securing a Government approved location within the ALB quarantine area; providing all personnel, supervision, supplies, equipment, materials, and security required to operate the marshaling yard for temporary storage of woody host and non-host comingled debris generated within the quarantine area(s), by homeowners, general landscape and other local contractors, or State, Local, and Federal Authorities. Operation of the marshaling yard includes, but is not limited to, stacking, loading, general handling, and chipping or tub grinding of all such material to deregulated size; and proper disposal of the deregulated chips or tub grindings, or incineration of the material.

This procurement is a small business set-aside. The appropriate NAICS code for this procurement is 115310 with a small business size standard of $7.5M. The Government contemplates award of an indefinite-delivery indefinite-quantity type contract consisting of a base year and four option years.
