The intent of this proposal is to contract for the development and implementation of a communications plan marketing the Plan using the “Towards Zero Deaths” branding. In addition, it is envisioned that the chosen contractor will, over the life of this contract, be tasked to help market various Emphasis Areas and Strategies outlined in the Plan using any number of marketing media and tactics. The goal of the program is to create a safety culture through adaptive behavior.
