The Board of the University is seeking Proposals from qualified firms ("Proposers") to provide marketing services for one (1) year, with the option to renew for one (1) additional year at the same terms and conditions based on satisfactory performance, continuing need and availability of funds.

Background: In 2010, the entity began an extensive statewide reorganization that reduced the number of statewide offices, reduced administrative and field staff numbers and made changes in program goals and delivery methods. The reorganization of the entity has generated statewide interest and concern among stakeholders in the ability of the entity to provide the services it has traditionally provided in each of the 102 counties in Illinois. Because of the significant changes, there is a need to increase its' marketing efforts throughout Illinois to ensure the public that the entity still exists and that it will continue to provide specific identified programs. At this time, the unstable nature of state and federal dollars does not allow the entity to devote funding toward a permanent marketing position. Entity administration has determined a contractual agreement would be the best way to ensure a useful marketing plan is developed and executed in 2011 and 2012.
