The purpose of this RFP is to solicit proposals from vendors with the resources, experience and abilities to provide an array of communication services to educate and inform Californians about the States beverage container recycling program. These services should include, but are not limited to, behavioral and social marketing, public relations, advertising, consumer research, and the development of partnerships with private and public entities that, with Department of Conservation support, will establish, maintain and promote recycling at their venues and in their communities.
