This is a market survey for (Request 1) the Asbestos Containing Materials (ACM) abatement projects at FAA facilities and also a concurrent request (Request 2) for third party monitoring of these Asbestos Containing Materials (ACM) abatement projects at FAA facilities. The first request (Request 1) is to furnish all labor, equipment, and materials necessary to develop site specific plans, cost estimates, resource requirements, schedules and abatement for asbestos abatement projects at multiple sites. The FAA anticipates to abate asbestos and restore affected surfaces at 39 facilities located across the United States (see attachment) in accordance with attached DRAFT statement of work. The second request (Request 2) will provide monitoring of the abatement projects before, during and after at each anticipated facility as described in the attached DRAFT statement of work.

The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time.

The FAA will not pay for any information received or costs incurred in preparing the response to the request for quote. Therefore, any cost associated with the request for quote submission is solely at the interested vendorbs expense.

At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small business, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SMA for participation in the SBAbs 8(a) Program. There may be multiple contracts awarded.

The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing pulverizing, grading and paving and crack seal and seal coat, as described in the attached DRAFT specifications and drawings.

This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service- disabled veteran-owned small businesses or 8(a) certified firms.

Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable.



In order to make this determination, the FAA requires the following from interested vendors:

Request 1 (Abatement)
Contractor must have prior experience in furnishing labor, equipment, and materials necessary to develop site specific plans, cost estimates, resource requirements, schedules, remediation, and project oversite for asbestos and/or lead paint abatement projects for the Federal Government in the following states: Alaska, Ohio, Idaho, Wisconsin, Arkansas, Washington, North Carolina, Kansas, Illinois, New Mexico, Texas, Colorado, Georgia, Arizona, Virginia, Nevada, Wyoming, Missouri, Nebraska, Pennsylvania, Tennessee, Mississippi, Kentucky, Iowa, and South Dakota.
Contractor should provide previous project information for at least 2 projects within the last 5 years, submitting information including a list of qualifying contracts that include customer name, description of services, contract amount, contract date and term, and customer contact information.
Contractor should provide description of specific experience in the following areas:
a)    Performance of projects that include site surveys and abatement project design
b)    Performance and management of abatement work
c)    Performance of restoration work that includes installation of floor covering, pipe insulation, wall covering, ceiling tiles, etc.
d)    Segregation, storage, transportation and disposal of asbestos containing materials in accordance with Federal, State, and local requirements at a site approved to accept asbestos and lead waste materials
Contractor should submit a narrative that details the extent to which the companybs experience is similar to the work described in the statement of work.

Capabilities Statement should not exceed 10 (ten) pages in length and should be submitted via e-mail to the Contracting Officer. Respondents should identify any proprietary information in responses.

Request 2: (Monitoring Service) b

Contractor must have a minimum of 5 years prior experience in project oversight and third party air monitoring of an Asbestos Containing Materials (ACM) and lead abatement projects.

Contractor should provide description of qualifications and specific experience in the following areas:
a)    Be National Institute of Occupational Safety and Healthy (NIOSH) 582 certified
b)    Be a Certified Industrial Hygienist (CIH) through the American Board of Industrial Hygiene (ABIH)
c)    Certified as an Asbestos Building Inspector (or higher) following the Model Asbestos Program (MAP) according to the Asbestos Hazard Emergency Response Act (AHERA)
d)    Reviewing abatement specifications, project designs, ACM and lead abatement plans prepared for projects to provide recommendations to clients for approval or disapproval of the plan referencing the appropriate regulation or specification
e)    Daily and clearance air sampling
f)    Provide oversight of ACM abatement contractor disposal procedures, ensuring disposal is conducted in accordance with (IAW) local, state, and federal asbestos regulations

Attached are the DRAFT Statements of work, and the FAA Business Declaration Form. Please respond by reviewing these items, submitting a completed, signed capability statement, and a filled-out and signed copy of the Declaration form (please submit electronically, email to address below). Please indicate which request (Request 1 or Request 2) you are responding to as the intent is to award Request 1 and Request 2 on two separate contracts.
