Market research regarding the Washington State Ferries (WSF) system and users
This Request for Proposals (RFP) is seeking consultant services to conduct market research regarding the Washington State Ferries (WSF) system and users. The Washington State legislature found from its 2006 Washington State Ferries financing study that the state has limited information on ferry customers and markets and that accurate user and market information is vital in order to find ways to maximize the ferry systems' current capacity. The legislature has directed WSF to adopt adaptive management practices in its operating and capital programs in order to keep costs as low as possible while continuously improving the quality and timeliness of service.
The overall purpose of this research is to provide a clear understanding of ferry users' attitudes and motivations that can be used to model future ferry usage behaviors.
