Introduction/Purpose

This market survey is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Section 3.2.1.2.1 Market Analysis. The purpose of this market survey is to solicit statements of interest and capabilities from interested vendors including Small Business Administration (SBA) certified 8(a) firms and other small business concerns. This market survey also seeks to identify potential vendors for this requirement. The FAAbs Office of Financial Analysis has a need to procure a subscription service to provide historical and time-series cost services and labor, material, and services escalation services. More detailed descriptions of the types of professional services required are provided in the attached draft statement of work (SOW). The acquisition strategy for this requirement has not yet been determined at present. Therefore, information submitted in response to this Market Survey will be used, by the FAA, to support the decision as to whether the requirement will be set aside for only small/or small and disadvantaged businesses or competed on an unrestricted basis. Not responding to this market survey does not preclude participation in any future Requests for Information (RFI) and/or Screening Information Requests (SIRS) related to this requirement; if any are issued.

North American Industry Classification System (NAICS) Code

The projected NAICS code for this procurement is 541511, Custom Computer Programming Services, Size Standard $27.5 million.

Period of Performance and Contract Type

The FAA anticipates awarding a new contract with a term which will include one 12 month base period and four 12 months option periods. The new contract type will be Firm Fixed Price (FFP).

Incumbent Information

A new contract will replace the current contract no. DTFAWA-12-P-00280 with IHS GLOBAL INC., which will expire on September 24, 2017. The total estimated value of the existing contract is approximately $131,275.00.

Submittal Requirements for Market Survey

Interested parties having the existing expertise and capabilities to satisfy the requirements, as set forth therein, who wish to express interest in this potential business opportunity must submit the following forms:

1. Capability Statement (Limited to two pages) - This document should address your firmbs capability to provide specialized Engineering and Technical Services to the Aviation Safety Action Program (ASAP) and Voluntary Disclosure Reporting Program (VDRP) as described in the draft SOW.

2. Expected programmatic approach (in-house, teaming, subcontracting etc.) If respondent is an eligible 8(a) certified business, small business, other small businesses such as Women Owned businesses and Service Disabled Veteran owned businesses provide a strategy in terms of percentage of work to be completed by the 8(a) or small business respondent. (Limited to two pages.)

3. List of all teaming partners with a description of each partnerbs responsibility. (Limited to one page.)

4. Business Declaration Form (attached) and a copy of your SBA 8(a) certification letter, if applicable.

RESPONSES: Responses must be submitted via electronic mail (email) to the Contracting Officer Andrea R. Anderson at andrea.roman.anderson@faa.gov no later than by 10:00 AM eastern daylight time (EDT) on July 10, 2017. Files must be compatible with either Microsoft (MS) Word or Adobe Acrobat PDF. If chosen to submit via Adobe PDF format, please ensure the document retains the ability to copy and paste into an MS document (i.e. do not submit picture files). Any proprietary information submitted must be properly labeled and identified.

The electronic submission must include an email that includes the following:

a) Name of vendor submitting the email and the firmbs mailing address;
b) A point of contact (POC), telephone number, and email address of the person to be contacted regarding any correspondence between the FAA and the vendor. The POC must be capable of addressing questions or issues associated with the submission and content of the market survey response;
c) Total number of electronic files being submitted, if more than one electronic file is being attached;
and
d) Electronic files larger than 10 MB must be broken down into multiple files with no one exceeding 10MB. Each electronic file must be numbered (e.g. File 1 of 4, File 2 or 4, etc.)
e) The above referenced forms

c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey therefore any costs associated with the market survey submission is solely at the interested vendorbs expense;
d) The attached documents are in draft form but continue to provide substantial representation of the FAA requirements.
