Market Survey for 60mm/81mm/120mm Mortar Barrels/Cannon

The U.S. Army Contracting Command- New Jersey (ACC-NJ), Picatinny Arsenal, NJ on behalf of the Project Manager for Combat Ammunition Systems (PM CAS) is conducting a Market Survey to identify potential sources that are capable of producing 60mm Legacy/Lightweight Mortar Weapon Barrels, the 81mm Legacy/Lightweight Mortar Weapon Cannons and 120mm Mortar Weapon Barrel Assemblies. The purpose of this market survey is to obtain current information on the capability of potential sources to deliver these weapon systems cannons.

The following Mortar Weapon Barrels, Cannon, and Barrel Assembly are requested:


1. For the 60mm Legacy Mortar System: M224
Barrel: M225


2. For the 60mm Lightweight Mortar System: M224A1
Barrel: M225A1


3. For the 81mm Legacy Mortar System/81mm Lightweight Mortar System: M252/M252A1,
Cannon 81mm Mortar: M253


4. For the 120mm Mortar System: M120A1 (Towed) and M121 (Carrier-Mounted) Mortar Weapon System, M326 Mortar Stowage Kit, and M1101 Cargo Trailer
Barrel Assembly: M298

60mm Legacy/Lightweight Barrel: M225/M225A1

The M225/M225A1 Barrels are a component of the 60mm M224/M224A1 Mortar Weapon Systems which provide organic indirect fire support capability to airborne, air assault, light infantry, mountain, and special operation forces at the company level.


The M225 Barrel consists of a tube and a breech cap and is manufactured from steel and the barrel is approximately 40ins. long and weights 14.5 lbs.


The M225 Barrel material consists of Seamless STL Tubing per Spec MIL-T-13915 or Forging Spec MIL-S-46119.


The M225A1 Barrel consists of a tube and a breech cap and is manufactured from Inconel and the barrel is approximately 40ins. long and weights 13.0 lbs.


The M225A1 Barrel material consists of Inconel material in accordance with SAE AMS 5662.


The Potential offerors should possess experience in fabricating, machining and heat treating Inconel and high strength steel.


81mm Legacy/Lightweight Cannon 81mm Mortar: M253

The M253 Cannon is a component of the 81mm M252/M252A1 Mortar Weapon Systems which provide organic indirect fire support to light infantry, air assault, and airborne units across an entire battalion front with sufficient range to engage target out to the limit of the battalion zone of influence


The M253 Cannon consists of an 81mm Barrel, Firing Pin, Plug and Washer manufactured from Steel and the Barrel is 4ft 7in long and weights 30.5lbs. Potential offerors should possess experience in fabricating, machining and heat treating high strength steel.


The M253 Cannon is a forging per MIL-S-46119, macroetch not required; or seamless tubing per MIL-T-13915. MIL-DTL-13931 also applies.


120mm Barrel Assembly: M298

The M298 Barrel Assembly is a component of the M120A1 Towed/M121 Carrier Mounted 120mm Mortar Weapon Systems which provide organic indirect fire support to battalion maneuver commanders and can rapidly respond to hostile threats.


The M298 Barrel Assembly consists of an Cannon Tube and Breech Assembly manufactured from a steel forging and is 69ins. long and weighs 110lbs. Potential offerors should possess experience in fabricating, machining and heat treating high strength steel.


The M298 Barrel Assembly is an alloy steel forging per MIL-S-46119. MIL-DTL-13931 also applies.


Storage

Storage of Mortar Weapon Systems includes providing a storage facility that can store mortar cannon tubes during the production process.


Additional Information

To be considered a capable source for this effort, all interested sources must submit the following information:
a. Name of company, address, telephone number, email address, point of contact, CAGE code, DUNS number, Tax ID number, and business size information;
b. A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, website, potential partnering/teaming arrangements, and capabilities;
c. Past manufacturing experience in mortar weapon cannons or items of similar complexity
d. A description of the company's existing production capacity and their projected monthly production rates and delivery schedule. The USG anticipates yearly production requirements of 100-200 barrels/cannons (total of all calibers) with delivery rates of approximately 25/month and a required first delivery by 12-18 months after contract award.
e. A description of facilities/storage/equipment, manufacturing processes, inspection capability, personnel, and Quality Management System certifications or standards used;
f. Tooling, fixtures and production process to include inspection and maintenance plans;
g. Ability to handle, secure, and store Government Furnished Property (GFP)
Technical data pertaining to the chemistry, heat treatment, material properties, and inspection criteria for all items listed above are marked Distribution D, therefore data distribution will only be authorized to the Department of Defense (DoD) and its DoD contractors. To obtain this technical data, interested sources will be required to submit the following forms: Military Critical Technical Data Agreement (DD Form 2345) (Attachment 0001), Non-Disclosure Agreement (NDA) (Attachment 0002), and an AMSTA-AR 1350 (Attachment 0003), which are attached in this Federal Business Opportunities (FBO) sources sought. These forms and documents can be sent via e-mail to the Point of Contact/Contract Specialist listed below. Once completed and returned, it will then be determined by the Government to give access for this technical data.

This is a market survey for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the United States Government (USG). No award will be made as a result of this market survey. No award will be made as a result of this market survey.

The USG will not pay for any information submitted nor for any costs associated with providing this information. Interested sources should provide this information requested in this notification by June 22, 2018. All information submitted will be held in a confidential status. The USG is not obligated to notify respondents of the results of this market survey.
