FMU-153 A/B Point Detonating (PD)/Delay (DLY) Fuze Market Survey

The US Army Contracting Command (ACC)-New Jersey located at Picatinny Arsenal, NJ 07806-5000, in support of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify potential sources within the National Technology and Industrial Base (NTIB) capable of producing the FMU-153 A/B Point Detonating (PD) / Delay (DLY) Fuze. The purpose of this market survey is to obtain current information on the capability of potential sources to provide this fuze to Special Operations Command (SOCOM) in the FY17-21 timeframe. The United States Government (USG) estimates that approximately 100,000 FMU-153 A/B fuzes would be purchased under this five year Firm Fixed Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract.


The FMU-153 A/B Fuze is the United States Air Force Special Operations Command (AFSOC)/SOCOM special purpose fuze used in conjunction with 105mm PGU-44/B projectiles. The projectile is fired from a specially mounted 105mm Howitzer in the AC-130 Gunship. The FMU-153 A/B fuze may be set for either Point Detonating (PD) or Delay (DLY) depending on the type of target. In the PD mode the fuze may be used against soft targets or for registration on hard targets. In the delay mode the fuze may be used against hard targets where target penetration is desired. The FMU-153 A/B fuze contains a more robust fuze body as compared to typical artillery fuzes to improve hard target penetration. In addition to the FMU-153 A/B Fuze, the Mk 50 Mod 0 Detonator, the Mk 8 Mod 0 Explosive Lead, and the Mk 29 Mod 0 assembly contained within the Fuze are also restricted to competition within the NTIB.


The Technical Data Package will be made available through the Procuring Contracting Officer if and when a Request for Proposal is issued.

To be considered as a capable source for this effort, all interested parties must submit the requested information as follows:


a) Submit a summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, capabilities;


b) Manufacturing past experience with artillery (105mm and 155mm) fuzes within the last 10 years;


c) Provide evidence of proven monthly production at a minimum rate of 5,000 fuzes a month capacity and/or potential capacity;


d) A description of facilities/equipment, manufacturing processes, inspection capability, and personnel;


e) The ability to acquire facilities with sufficient safety clearance to handle, store, and transport energetic materials, components and explosively loaded fuzes; and


f) Demonstrate knowledge with ballistic testing including propellants, projectiles, ammunition compatibility, weapon systems and interfacing with Test Facilities; possible partnering/teaming arrangements; if the company is a large or small business and CAGE Code.


This market survey is for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the USG. All information submitted will be held in a confidential status. Telephone inquiries will not be accepted. The Government will accept written questions by email. All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All companies interested in this notice must be registered in System for Award Management (SAM).
