Market Research


The Army Contracting Command, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems is conducting market research to identify potential sources that are capable of producing the 60mm High Explosive (HE) M1061 Cartridges to meet the anticipated Army production requirements specified. The sources must also manufacture or procure metal parts and sub-components in support of the LAP of the M1061.


The US Government anticipates soliciting for offerors located within the National Technology and Industrial Base (NTIB) for single award of a Firm Fixed Price (FFP) contract, composed of a base contract and four options for FY18-FY22. The estimated quantity to be purchased for an US Army requirement is 23,083 M1061 cartridges per year. The US Government Technical Data Package for these items is marked quote mark Distribution Statement D quote mark and will be provided to industry at the time a synopsis is issued. A potential contractor must possess the technical, financial and facility resources necessary to meet the US Government's requirements. The facilities must possess the required safety clearance to handle final hazard classifications up to 1.1D as per the Department of Transportation (DOT) Hazard Classification.


The 60mm HE M1061 Cartridge consists of the M734A1 Multi-Option (MO) Fuze, M27 fin, fin adapter, obturating ring, four M236 propelling charges, round body assembly (warhead), and M702 ignition cartridges. The cartridge is then packed into PA181 fiber containers and placed into PA191 metal containers for palletization. The round body assembly (warhead) mentioned above includes an aluminum container filled with PBXN-110 explosive, known as the HE unit. The HE unit is loaded into a fragmentation insert (FI). The FI is a Liquid Crystal Polymer matrix with preformed metal fragments embedded in the polymer. The FI/HE unit is encased within an outer aluminum case which is attached to a fuze adapter and fin adapter to complete the round body assembly. The FI and its interface dimensions, weights, center of gravity, materials, and size, type, and configuration of fragments will be provided in the TDP. A successful critical design review will occur prior to proceeding into production.


The US Government will furnish the fins (M27), ignition cartridges (M702), fuzes (M734A1), and propelling charges (M236) to the LAP contractor. The contractor shall provide the fin adapter, fuze adapter, case, HE Unit (containing PBXN-110), obturator, FI, fiber tube (PA181), metal containers (PA191), packaging fillers, and all other materials required in the TDP.


Interested contractors should respond by demonstrating they possess the experience and capability, or that they can obtain capabilities though subcontracting, necessary to fabricate (including injection mold a liquid crystal polymer over metal fragments), assemble, inspect, and deliver the required quantities of cartridges at a rate of production of up to 5,000 per month. Contractors shall provide a summary of their company's capabilities including parent organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing processes, inspection capability, personnel, past experience as a manufacturer, proven monthly production capacity and/or potential capacity, possible partnering/teaming arrangements and whether the company is a large or small business.


All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM).
