This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers, Mobile Regional Contracting Center is seeking information regarding capability and availability of potential contractors to perform Indefinite Delivery Indefinite Quantity Task Order Contracts for lab planning & design and healthcare planning & design, in support of the U.S. Army Medical Command's (MEDCOM) Sustainment, Restoration, and Modernization program. The Mobile Regional Contracting Center proposes to utilize a diverse mix of Brooks Act selected A-E Firms to perform these services. A determination regarding the potential for small business set-asides will be based on the information and interest received as a result of this notice. Potential contracts may have a nation-wide scope (continental United States, Alaska, Hawaii, and US possessions) or may be structured by region within that geographic area, based on the information received as a result of this notice.


The A-E planning and design contracts will provide planning and design services for healthcare, medical treatment and medical research laboratory facilities. Planning services include development of facility master plans (health care requirements analyses, space utilization plans, etc), preparation of Project Books, Capital Investment Proposals, 1391 input for pre-design planning and approval of MILCON projects, and consultation for and studies of specific emerging requirements and medical facilities technologies. Design services are anticipated primarily for OMD funded repair projects and for minor construction within the statutory limit of $750k ($2M for research laboratories as approved). The solicitations for A-E services will be structured to include awards capable of addressing both the planning and design requirements. The capacities for A-E planning & design are $40,000,000 for healthcare (4 awards at $10,000,000 each) and $30,000,000 for research laboratories (3 awards at $10,000,000 each).


The purpose of this sources sought synopsis is to determine the availability of qualified contractors to perform these services to include Certified Small Businesses, 8(a) contractors, HUBZone Certified Small Business Concerns, Service Disabled Veteran Owned Small Businesses, Small Disadvantaged Businesses, Women-Owned Businesses, and Large Business Concerns. The primary North American Industrial Classification System (NAICS) Code applicable to these requirements is 541330. The Small Business Size Standard is $14,000,000. This is a reissuance of a previously posted {April 2014 (W91278-14-R-0043)} sources sought synopsis for this particular MEDCOM requirement, as the Mobile District is in the process of reassessing the current level of serious interests and potential capabilities' that exists among both the Large and Small Business communities to perform the aforementioned services. Accordingly, all potential Offerors (including those that may have previously responded to the 2014 posting, are requested to respond to this Sources Sought Synopsis with the following information which shall not exceed ten pages: 1. Offeror's name, addresses, points of contact, telephone numbers, and e-mail addresses. 2. Offeror's capability to perform, to include geographic span, logistic complexity, and project size. Medical facility experience is required. 3. Offeror's business size to include designation as Certified Small Businesses, 8(a) contractors, HUBZone Certified Small Business Concerns, Service Disabled Veteran Owned Small Businesses and Large Business Concerns. For 8(a) Contractors, please include proposed graduation date from the 8(a) Program. 4. No more than five (5) projects that are at least 50% complete within the past five years that demonstrate their capability to perform the type of work described above in medical facilities. Project information is not to exceed 1 page per project and should include title, location, general description of the project, Offeror's role, dollar value of the project, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and email address). 5. Offeror shall indicate the geographic area in which they would be interested in working (may identify one or more of the following): a. total requirement - continental U.S., Alaska, Hawaii, and U.S. possessions, b. Southeastern U.S. and Carribbean, c. Northeastern U.S., d. Western U.S. (west of the Mississippi River), e. Alaska, f. Hawaii and U.S. possessions in the Pacific region.


Interested Offerors shall respond to this Sources Sought Synopsis no later than 04 May 2015. Responses should be submitted via e-mail to cesam.plansroom@sam.usace.army.mil.
