The selected consultant must have expertise in transit and transportation planning, land use regulations, urban design, economic development, and market research.

This task will assess and provide realistic expectations of what level and type of development may be supported near bus rapid transit and passenger rail stations in the Corridor. The broad goal is to improve understanding of the individual transit oriented development (TOD) opportunities that exist and how they may best fit into the regional economic context. This task will generate recommendations regarding the mix of uses that may be appropriate at individual station locations.
For the purposes of this effort, transit oriented development is defined to include these key characteristics: compact development, mixed use, high quality pedestrian environments, public space, effective bicycle and pedestrian linkages, and parking management.
