ACDI/VOCA is releasing a request for proposals to complete a market analysis and monetization plan for vegetable or soybean oil and sales mechanisms for a monetization in Pakistan on behalf of ACDI/VOCA. The market analysis will address the Bellmon Determination requirements: disincentive analysis; assessment of the feasibility of monetization (with respect to target amounts, market structure and price analysis); and an assessment of port, storage and transport facilities. The market analysis will also include the possible impact of export bans or price ceilings.
The specific objectives of this analysis are to determine: the amount of commodity to be monetized with approximate pipeline; identify appropriate specifications and packaging requirements; appropriate sales methodology and recommended sales locations; identification of potential buyers in-country; logistics and storage system for sale of commodity; identification of potential shipping agents, surveyors in-country; price threshold and desired outcome of sales; issues surrounding physical importation of commodity (i.e., port facilities) as well as taxation/customs charges; identification of potential risks to the PVO of importing identified commodity; obtain appropriate GoP officials input on monetization.
