This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote RFQ N32253-19-Q-0008.

Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) seeks services from a Contractor to provide Marine Chemist services for approximately 20 jobs throughout the year for all ships and submarines undergoing maintenance work. The services shall include performing an inspection of tanks or piping for the purposes of certifying the area is safe to perform subsequent work operations.
Minimum amount of jobs is 1 inspection for the base period.

Solicitation N32253-19-Q-0008 is being issued as a Request for Quotes (RFQ) for a Firm-Fixed Price base contract + four one year option periods in support of Marine Chemist Services for the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility. For additional information, please see the attached solicitation and corresponding attachments (N32253-19-Q-0008).


Submit written offers in accordance with the CLIN structure outlined in the announcement. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01, DFARS DPN 20180928, and NMCARS 18-04. North American Industrial Classification Standard (NAICS) 336611 and Size Standard of $750,000 apply to this procurement.

This is a total small business set aside. The Government intends to issue a single-award Indefinite Quantity, Indefinite Delivery (IDIQ) base contract + four one-year option periods.

Quotes will be evaluated in accordance with FAR 52.212-2 as listed in the attached solicitation.

Quotes are due to this office no later than 10 July 2019 07:00AM, Hawaiian Standard Time.

Quotes must be sent via e-mail to both the primary and secondary points of contact.
Questions in regards to the solicitation must be submitted via e-mail only to both the primary and secondary points of contact. No telephonic requests.
