Marginal Cost Fiscal Model
The City is seeking the creation of a new marginal-cost fiscal model to replace the City’s current average-cost model. The model will be used by land development applicants to demonstrate the fiscal impact of proposed developments and by City staff to model land use and development scenarios. The model should accurately reflect the City’s current capacity in all department, amenities, and infrastructure, and be easy to update by staff as these capacities change. The model should also be able to account for different financing scenarios, both existing and potential, such as tax increment financing and metro districts.
