THIS IS A PRE‐SOLICITION NOTICE ONLY. THE REQUEST FOR PROPOSAL WILL BE ADDED AS AN ATTACHMENT (SOLICITATION) ON OR ABOUT 20-JUL-2019. PLEASE GO TO SPRWA1‐19-R-0059 ON OR ABOUT 20-JUL-2019 TO RETRIEVE REQUEST FOR PROPOSAL.

This acquisition is to procure components applicable to the F-15SA Aircraft in support of the Royal Saudi Air Force (RSAF). Solicitation SPRWA1-19-R-0059 contemplates a one-time Firm Fixed Price (FFP) definitive contract for the following NSN(s):

Estimated Delivery: 180 calendar days ARO contract; Early delivery is acceptable at no additional cost to the Government.


The subject NSN(s) will be acquired using other than full and open competition procedures. The proposed acquisition will be contracted sole source to Lockheed Martin Corporation (CAGE 04939), 5600 W Sand Lake Rd, Orlando FL, 32819-8907 pursuant to 10 USC 2304(c)(1).


The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. IAW FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.


This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


Based upon market research, the Government is anticipating using the policies contained in FAR Part 15, Contract by Negotiations, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
