This is a combined synopsis/solicitation, W91CRB-19-R-0060 for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested herein and a separate written solicitation will not be issued.

This solicitation is being issued as a Request for Quotation (RFQ). This action is for full and open competition under NAICS code: 332710, "Machine Shops." The size standard for this NAICS Code is 500 employees.


The U.S. Army Contracting Command- Aberdeen Proving Ground (ACC-APG), an agency of the Government, intends to procure the following for the manufacture of Precision Mechanical Gauges for delivery to the Aberdeen Test Center (ATC) at Aberdeen Proving Ground, MD and Yuma Proving Ground, AZ. The Government anticipates the issuance of a Firm Fixed Price contract as a result of the subject solicitation. The anticipated delivery is 180 days from the date of award. All services are requested to be proposed upon and specified by the vendor as seen below and in the attached Performance Work Statement (PWS):

CLIN 0002: First Article Test, T17- Low Pressure- Qty of 20 Gauges total (Delivery to APG, MD)
CLIN 0003: First Article Test, T19- Medium Pressure - Qty of 20 Gauges total (Delivery to APG, MD)
CLIN 0004: Full Production, M11- High Pressure for ATC- Qty of 300 Gauges (12 boxes of 25 ea) (Delivery to APG, MD)
CLIN 0005: Full Production, T17- Low Pressure for ATC- Qty of 325 Gauges (13 boxes of 25 ea) (Delivery to APG, MD)
CLIN 0006: Full Production, T19- Medium Pressure for ATC- Qty of 300 Gauges (12 boxes of 25 ea) (Delivery to APG, MD)
CLIN 0007: Full Production, M11- High Pressure for YPG- Qty of 375 Gauges (15 boxes of 25 ea) (Delivery to YPG, AZ)
CLIN 0008: Full Production, T17- Low Pressure for YPG- Qty of 250 Gauges (10 boxes of 25 ea) (Delivery to YPG, AZ)
CLIN 0009: Full Production, T19- Medium Pressure for YPG- Qty of 375 Gauges (15 boxes of 25 ea) (Delivery to YPG, AZ)

A single award will be made based on the Lowest Price Technically Acceptable (LPTA) evaluation approach as defined in FAR 15.101-2 in accordance with the attached evaluation criteria.


All responsible sources may submit a quote which will be considered by the Contracting Officer. The work is to be performed in accordance with (1) the Purchase Description (PD) and (2) technical drawings, critical characteristics, descriptions, specifications and quality assurance provisions for each of the three types of crusher gauges. A copy of these documents are attached and should be utilized when preparing your response. PLEASE NOTE: The document attachments are Export Controlled, which requires the vendor's company to be certified by the DLA Logistics Information Service's Joint Certification Program (JCP) to view/receive unclassified technical data. Once submitted, please allow at least five business days for processing prior to following up for status.


The offeror must be registered in the System for Award Management (SAM) database and include the assigned CAGE Code with proposal quote. It is the responsibility of the Offeror to ensure that their Offer is compliant with ALL provisions of the FAR and its supplements.
