I PURPOSE
This is a SOURCES SOUGHT NOTICE for market research and planning purposes; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT is not a solicitation or request for competitive proposals. Responses to this Sources Sought are not offers and cannot be accepted by the Government to form a binding contract. Response to this Notice is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. Respondents are advised that the US Government will not pay any costs incurred in response to this Notice.


The Joint Project Executive Office - Chemical Biological Defense (JPEO-CBD), Joint Product Leader for Radiological and Nuclear Defense (JPdL-RND) is requesting information from industry on its ability to provide contract support for the situational awareness software Mobile Field Kit - Chemical, Biological, Radiological, Nuclear (MFK-CBRN). MFK-CBRN is Government-funded, commercially-developed software for which JPdL-RND has Government Purpose Rights. JPdL-RND is issuing this Sources Sought for the purpose of determining market capability of sources or obtaining information. The JPdL-RND desires to establish a baseline of knowledge and will potentially use the information acquired from this Sources Sought to optimize the software support strategy or support future procurement decisions.


The NAICS code for this Sources Sought is 541512 - Computer Systems Design Services.


II BACKGROUND


1.    The JPEO-CBD, Joint Product Leader for Radiological and Nuclear Defense (JPdL-RND) is seeking contract support for lifecycle software support for MFK-CBRN, including development, maintenance, configuration management, cybersecurity analysis and remediation, and integration of various chemical, biological, radiological, nuclear, and explosives sensors (henceforth referred to as Sensors). JPdL-RND is issuing this Sources Sought as part of a market survey to identify businesses that can support all phases of the software's development, maintenance, and sustainment. Please reference MFK-CBRN White Paper to access some capabilities, features, and requirements for the software and its development:


2.    The contractor shall provide for the following software support solution requirements
a.    Provide Configuration Management (CM) of all application resources, including, but not limited to:
i.    version control of source code
ii.    binary packages
iii.    documentation/manuals
iv.    installation packages
b.    Provide software maintenance, including code fixes and feature implementation, as well as developing integration with new Sensors.
c.    Provide onsite MFK-CBRN software support at JPdL-RND led testing events, sensor demonstrations, and other events.
d.    Provide support to Cybersecurity analysis teams, and implement remediation to identified vulnerabilities. Reference DoDI 8500.01 for additional information.
e.    Provide expertise and support to JPdL-RND regarding the merging of future MFK-CBRN code changes back into the baseline to ensure software integrity.


III SPECIFIC INFORMATION OF INTEREST
It is anticipated that the papers received will reflect the best practices of software lifecycle development.


IV SYSTEM(S) SUBMITTAL CRITERIA


a.    Responses shall be submitted within 13 September 2017 of this Sources Sought. Any response received after the suspense date may be considered, but may not be included in initial reporting or assessments.


b.    All responses shall be submitted electronically in PDF format and emailed to the Contracting Officer, Diane Dei at diane.v.dei.civ@mail.mil and to the Contract Specialist, Adam Sheir, at adam.d.sheir.civ@mail.mil by 3:00PM EDT on or before 13 September 2017.


c.    All responses shall be unclassified. All information received in response to this Sources Sought that is marked confidential will be handled accordingly. Responses to the Sources Sought will not be returned.


d.    JPdL-RND is seeking from Respondents' information in the form of white papers, capability statements, product brochures, specifications, or other means focusing on one or more aspects of the support solution presented above.


e.    Suggested submission format and organization:


1.    Format Cover sheet with Sources Sought Number and company name, address, Cage Code, DUNS Number, Small Business size standard under NAICS 541512, technical point of contact - with printed name, title, email address, and date.
2.    Executive summary
3.    Self-assessment of the offering respondent's corporate ability to meet the proposed requirements of the software support solution including documentation depicting similar projects. Documentation shall include, but not be limited to ancillary documentation for configuration management plans, life cycle management plans, software test plans and/or similar management experience, Documentation illustrating previous work with sensor technologies, particularly radiological sensors is also desirable.
4.    Any information charts should be unclassified and marked as proprietary as applicable.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Although it is highly encouraged, not responding to this Sources Sought does not preclude participation in any future solicitation. The information provided in this Sources Sought is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. Proprietary, confidential, privileged commercial or financial information submitted in the Sources Sought response should be marked accordingly to ensure appropriate handling and disposition by the Government. No classified information shall be submitted in the Sources Sought response.


Respondents are advised that the information submitted to the Government in response to the Sources Sought will be released to non-Government personnel for review and analysis. Non-Disclosure Agreements are in place for those non-Government personnel.
