SOURCES SOUGHT/REQUEST FOR INFORMATION

 

The Department of Defense, United States Air Force (USAF), Air Force Space Command (AFSPC), Detachment 1, 21 Contracting Squadron, is currently conducting market research seeking capabilities statement from potential sources that are capable of:  accomplishing major repair of five 3 Megawatt engines (see Attachment 1, 10 Feb 17); possess all tools required to perform overhaul; perform overhaul at remote overseas location assessable via both airlift and sealift; source/manufacturer all required parts for complete overhaul; crate/ship all parts to/from Thule Air Base (AB).

 

All interested vendors shall submit a response demonstrating their capability to provide these services to the Primary Point of Contact listed below.  Proposals are not being requested or accepted at this time.  As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.  No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation.  The decision to solicit for a contract shall be solely within the Government's discretion.

 

The NAICS Code assigned to this acquisition is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a size standard of $7.5 million.  All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. This source sought is primarily for Kingdom of Denmark and Greenlandic sources.

                                                                                                       

Any information submitted by respondents to this sources sought is voluntary.  This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice.  Respondents will not be individually notified of the results of any government assessments.  The Government's assessment of the capability statements received will factor into whether any forthcoming solicitation will be issued for Kingdom of Denmark and Greenlandic companies or United States companies. 

 

CAPABILITIES STATEMENT:  All interested vendors shall submit a capabilities statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice.  The capabilities statement should be brief and concise, yet clearly demonstrate an ability to meet the stated requirement.  The Statement of Capability, should provide information that shows your company can accomplish the tasks listed in Attachment 1, dated 10 Feb 17 at a remote location, to include sourcing/manufacturing parts.  Also, provide evidence that your company has accomplished major repairs of a 1 Megawatt or larger engine within the last 5 years.  This work will be accomplished while ensuring that no more than 1 engine is offline at a time.  Provide an estimated time that it would take to accomplish the tasks listed in attachment 1 for all five engines.  The response shall not exceed 10 pages.
