The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory (MML), intends to negotiate on a sole source basis, with Honeywell International, to acquire a service maintenance agreement on the NIST owned Honeywell Davinci Scanning Sensor.

The Material Measurement Laboratory (MML) is the reference laboratory for the nation's industries based on the biological, chemical, and material sciences. MML is the primary U.S. resource for solving difficult measurement problems to help ensure quality, reliability, reproducibility, and interoperability in manufacturing processes. With capabilities unmatched in the private sector or academia, we meet critical national needs with reliable and state-of-the-art characterizations of the structure, composition, and properties of matter. Our work helps American industries compete globally, advancing the science and production of specialty chemicals, environmental substances and biological molecules and systems, advanced alloys, soft materials, and functional materials. Our work contributes to the American quality of life: MML research and technology transfer provides confidence in measurements required for health care, safety and national security, energy, food safety and nutrition, every sector of manufacturing, and scores of other human endeavors.


The NIST owned Davinci sensor includes a sensor head that uses a radioactive isotope (Pm 147) to measure paper density. This sensor head requires service every six (6) months to comply with radiation safety protocol.


The total period of performance for maintenance shall be a base period of one-year and four one-year option periods.


The NAICS code for this requirement is 334516 and the small business size standard is 1,000 employees.


Sole source determination is based on the following:


Market research has revealed Honeywell International is the only source that can provide a commercially-available service maintenance agreement that meets NIST's minimum need by providing two preventive maintenance visits per year including radiation safety testing and analyzing system performance and returning system to manufacturer's specifications and an unlimited number of service calls in the event of instrument failure which require immediate repair.


The required service is a commercial item. The Davinci Scanning Sensor is manufactured by Honeywell International. Honeywell International has proprietary rights to the required system and is the sole manufacturer, distributor and service provider of the system. Honeywell International has no authorized service providers, therefore, only they can supply the required service.


No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by May 3, 2019 will be considered by the Government.


A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
