This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. This notice is issued by the Coast Guard Shore Infrastructure Logistics Center (SILC), Norfolk, VA to identify sources capable of providing requirement for organizational level maintenance, operation and parts support for the Aviation Fuel Facility, Aircraft Wash/Rinse Equipment, Aviation Refueling/Defueling Vehicles and Common/Peculiar Type Aviation Ground Support Equipment (GSE) for the MH-65, HC-130, C-27, MH-60, HC-144 and any other aircraft type that may be assigned, or temporarily assigned to Coast Guard Air Station (CGAS) Borinquen, PR. The contractor shall be responsible for the inspection and use of the 40,000 gallon fuel farm, including fueling aircraft (transient and permanent) - this is unique to any other air station in our fleet. In addition, they assist with HAZMAT, aircraft corrosion prevention, and hangar cleanups. They drive mules, operate GSE and assist on parts/supply inventory. The contractor shall wash, rinse and service (including towing, ground handling and applying CPC's) aircraft, and operate and maintain Fuel Facility and Wash/Rinse Facility equipment and repair, inspect and perform all necessary organizational level maintenance, scheduled and unscheduled maintenance, on the common/peculiar aviation GSE assigned to CGAS Borinquen, PR. In addition, the contractor may also be required to support assigned GSE and perform services at designated sites, when facilities and or parts are not available at the primary work site, when GSE is being forwarded for expeditious repair and return, or as operational requirements dictate. It is anticipated that the Contractor shall provide a four-person contractor staff, employed full time; 40 hours a week, 80 hours every two weeks.

Capability Statement


Past performance information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Vendors shall furnish this information for at least three (3) contracts, ongoing or completed within the last three years, for like or similar services and of comparable value, held with the U.S. Coast Guard, other Government agencies or private industry. Competition and set-aside decisions may be based on the results of this market research.


Interested parties must be registered in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. SAM can be obtained by accessing the Internet at www.sam.gov. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited. At this time, no solicitation exists; therefore DO NOT REQUEST A COPY OF THE SOLICITIATION.
