Pre- Solicitation Notice Synopsis
Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to Rehab DAM 44, 48, and 50, on Fort Hood, Texas. This acquisition is 100% set aside for Women Owned Small Business (WOSB) set aside under NAICS Code 238910- Site Preparation Contractor with a Business Size Standard of $15.0 Million and PSC code of Z1KA- MAINTENANCE OF DAMS. The magnitude of this procurement is estimated to be between $5,000,000 and $10,000,000.
The purpose of this project is to perform Maintenance to Dam 44 (Bird Bath Lake); Dam 48 (Engineer Lake), and DAM 50 (Heiner Lake) to include .All Work also includes all miscellaneous site work to support the facility and meet code requirements. The CONTRACTOR shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in proposed contract. All work shall comply with all State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this proposed contract will be performed within the confines of the Fort Hood military installation at Fort Hood Texas
The Wage Determination: General Decision Number: TX190230 01/04/2019 TX230; Superseded General
Decision Number: TX 20170279; State: Texas; Construction Type: Building; County: Bell County in Texas, will
govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement with date and time to be determined (TBD). Details of that site visit will be available in the solicitation.
The tentative anticipated dates for issuing the solicitation is 20 August 2019 and completing contract performance 210 days after receipt of notice to proceed under solicitation number W91151-19-B-0020. The Technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBIZOpps) at website: https://www.fbo.gov No paper copies of this solicitation are available. Once the Solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any Updates / amendments to all documents. Interested parties must be currently registered in the System of Award management (SAM) at website https://www.sam.gov to receive a Government Contract Award. Bidders shall register in SAM as well at https://www.sam.gov.online Representations and Certification must also be current to qualify to receive a contract award.
