The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information for market research purposes from capable and reliable sources who may be interested in submitting a proposal for the procurement of Operations and Maintenance (O&M) services to support Kuwait Air Forces operations. Specifically, the attached DRAFT Performance Work Statement (PWS) details the preliminary requirements for O&M services to the Apache Support Facilities located at Ali Al Salem Airbase, Kuwait.

If a solicitation is released at a later date, TAM is contemplating a competitive Indefinite Delivery, Indefinite Quantity (IDIQ), Firm-Fixed-Price (FFP) contract to provide for Sustainment, Restoration and Modernization (SRM) and other related support functions at the Apache Support facilities located at Ali Al Salem Airbase, Kuwait. The Government will issue FFP Task Orders for repairs, operations and maintenance, procurement, surveys, and ancillary construction related to repairs and upgrades. The Contractor shall provide management, labor, materials, spare parts, equipment and supervision to accomplish a broad range of tasks for various facilities and infrastructure associated with the Apache program. The Period of Performance is anticipated to be a one year base contract with four one year option periods.


Interested parties should provide a Capabilities Statement which demonstrates the ability to provide all maintenance and repair services detailed in the DRAFT PWS. The Capabilities Statement must demonstrate authorization from the Kuwaiti Government to perform work in the state of Kuwait.


Interested parties should provide information with regard to their particular company to include company name, organizational chart, address, point-of-contact, email address, phone number, Dun and Bradstreet number (DUNS) or Commercial and Government Entity (CAGE) code, and fax number.

B. The magnitude of procurement for this acquisition is anticipated to be between $4,000,000.00 and $8,000,000.00 for the base contract and all option periods.

Since this is a Request for Information (RFI) only, your response shall not constitute an offer. If the determination is made to limit competition, then only those companies who respond with a complete Capabilities Statement shall be considered for inclusion in the limited competition.
