Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imagine Program (MIP), plans to procure a maintenance contract on a sole source basis from GE Healthcare, 3000 North Grandview Blvd, Waukesha, WI 53188. The purpose of this acquisition is to provide a service and preventative maintenance contract for a Government owned Discovery MI DR PET/CT scanner.


This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 million.


Only one award will be made as a result of this solicitation. It will be awarded as a firm fixed price type contract with a base period of 12 months plus two (2) subsequent 12 month option periods.


It has been determined there are no opportunities to acquire green products or services for this procurement.


The Molecular Imaging Program (MIP) conducts research in designing, developing and testing new novel targeted imaging agents for the detection and characterization of cancer. These imaging agents include tissue-specific MRI, PET, radionuclide, and optical probes. MIP is focused on the clinical translation of targeted imaging agents for cancer imaging.


As part of the clinical effort, the Molecular Imaging Program houses a human Discovery MI DR PET/CT Scanner (GE Healthcare) on which research patients are scanned. This has proven invaluable in the kinds of patients seen at NCI. MIP is proposing to establish a new service agreement for the Discovery MI DR PET/CT Scanner. This service agreement is required so that the MIP may continue to perform patient scanning for the clinical trials.


GE Healthcare is the only known company that provides warranty and maintenance on the human Discovery MI DR PET/CT Scanner. The content related to this equipment is proprietary and protected under patent rights. Therefore, it is unavailable from other sources than the original manufacturer.


This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM EST, on December 22, 2017. All responses and questions can be emailed to Miguel Diaz, Contracting Officer via electronic mail at miguel.diaz@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov.
